I think the point being made here is that if this were the WOOD or
RECRUIT command, and the resources in the province/city had been
exhausted, the command would end.

In this case, it sounds like it didn't. Of course, we haven't seen
the format of the order.

Was it USE 802 or USE 802 15 or USE 802 150?

If the last was used, assuming gold rather than days, then the order
is continuing just as it was told (or would it terminate when
resources were exhausted?).

In the other two cases, it sounds like a termination bug.
