The accept command is vital if major faction wars break out as in
game 1 to prevent movement-stopping quantities of items being given/
teleported on unsuspecting nobles. (In game 1 this was guarded
against by issuing DROP orders - this is not possible now, at least
effectively, since nobles can only store 250 commands)

I think the best solution is to keep on issuing ACCEPT 0 0
until such time you think you may be a target of such tactics.
