Has anyone else found provinces they cannot recruit in.  My turn report
tells me who owns the province, but won't let me recruit because I can 
only recruit in a province.  What am I missing?

The FBoP offer the very best in Banking Facilities. Yet we cannot
help but feel that with the advent of g2 on the horizon, that many
people will forsake this land for new ones. Some of the proposed
changes means that should the Bank exist in g2, then it would not
have the trading status it now enjoys. Yet it would make trade a
more viable option. Strange.

Looking at all the proposed changes, we feel that Atnerks has made
a great and informed decision, we look forward to the new game.
